Regarding Spanish cities, particularly those with six-story buildings adjacent to open fields, one important issue to consider is corruption within urban planning authorities.

In Spain, construction is strictly regulated: land cannot be developed unless it is officially designated as suitable for building. As a result, developers often resort to bribing officials in order to obtain the necessary permits. This creates a housing market that is heavily controlled by the state.

Both developers and corrupt officials are driven by the desire to maximize profits. Consequently, they restrict the amount of land declared buildable and concentrate construction in these artificially limited areas, leading to dense development. So, we end up with dense cities but with housing scarcity at the same time.
